The Development Fund was set up and operates under the HKAHF Board of Governors (Tsuen Wan) for the maintenance, upkeep, upgrading, renovation, and replacement of the apparatus, equipment, utilities and facilities and training of healthcare professionals of Hong Kong Adventist Hospital
